Affordable Photoshop?

Hey I was wondering if anyone knew any affordable yet quality art programs? I know there's like, flash, photoshop, corel painters, etc., But I'm really confused on what and which version to use. Right now I'm using corel painters 3 because it came free with my tablet, but it's just not up to what I want. There's no outlining tool so outlining by hand is seriously a pain in the butt.

So does anyone know what version of photoshop is the cheapest with all the basic functions of an art program? Such as layers, different brushes (airbrushing..etc), outlining pen, magic wand...
